Joypad makes you available to aim at player automatically, like when you play singleplayer.
it gives a unfair advantage as you can aim down your targets automatically

Joypad is a controller like you have in playstation.. The difference of joypad is that when you aim, it has an auto-aim feature which, allegedly, gives you an unfair disadvantage....

Joypad is an option that you can enable at gta sa, to auto aim, it's to make shooting easier for the people that use a joy-stick. But at IM that gives you advantages and so it isnt allowed. It is bannable if you use it.
