There are not really good websites for that but you can try using paint.net , google it, photoshop cs6, google it, and some other photoshops aswell.

If you use photoshop you can get sick render quality, so I prefer that one. Also you might search on youtube: "How to make a signature on photoshop (version). If you don't have photoshop then you could either buy it or ....
