Ok, so im 15 years old and dont have a credit card.My brother is 19 years old, so my question is.How can you create a Paypal account, does that cost money, what kind of credit card should you have to register a paypal account.I think its important to say that i live in Kosovo.

IN TUNISIA,to make a credit card,u have to pay,and u should pay about 30DT (15Euro)..But i'm surein Kosovo too u have to pay to make one,u also as i heard,when u're going to ddonate u have to pay some taxes and u get interests ofc.thats all ik

You can created a Paypal account if you use a proxy. Just make sure you have a World Wide credit card (Master Card, American Express)

Make sure the card belongs to you, unless you have consent of the card holder to donate as no refunds are available.

It's easy to register an account and it's free. If you just follow what PayPal tells you, then you're fine.
It might be true that PayPal has restricted Kosovo from using PayPal, if so, I can refer to Shadow's post, if you wanna go down that road.
