Delete your last mod you installed ,I think this will help you.

dosen't work, i log in and crashing after few seconds.
i restarted the PC and he updated the windows, This may cause the problem..?

Well,I currently have windows 10, when I do updated it fucked up completely my game resolution,alt-tab wasn't working anymore and others bugs.
I suggest you to uninstall completely GTA and SAMP, try to install again and see if it works, if it still doesn't you should downgrade your windows and try again.

Try running GTA_SA in compatibility mode with windows 98/ME and as an admin.
