Perhaps implement something like taking over a faction's warehouse? Say, Faction A is at war with Faction B - they take their warehouse to cut them off from their weapon supplies. Of course, a lot of /strict/ rules will have to be set, but then again, faction leaders will have to bother protecting their warehouses as much as taking out rival faction's members.
